Bolivia SciELO Criteria: criteria, policy and procedures for application, acceptance and permanence of scientific journals in the SciELO Bolivia
1. Introduction
This paper presents and describes the selection criteria and evaluation of scientific journals SciELO adopted by the Project for the nomination http://www.scielo.org
acceptance and permanence of the journals in the collection SciELO Scientific Electronic Library Bolivia http://www.scielo.bo.org.
The criteria and policies and procedures are based on the criteria used by the SciELO Network, which were analyzed and discussed by editors and specialists in publishing scientific journals, universities, professional associations, NGOs and other institutions related to scientific research.
2. Objectives Criteria Bolivia SciELO
Bolivia SciELO Criteria are defined in the context of the SciELO Project, coordinated by the Vice Bolivia Science and Technology, Ministry of Education and the Universidad Mayor de San Andres as the operational arm.
SciELO-Bolivia is part of a regional character, created in 1998 by initiative of FAPESP (Foundation for Research Support of the State of Sao Paulo) and BIREME (Latin American and Caribbean Center on Health Sciences PAHO /WHO), Brazil. Envisages the development of a common methodology for the preparation, storage, dissemination and evaluation of scientific literature in electronic format. The development of SciELO-Bolivia is the responsibility of Vice Minister of Science and Technology, Ministry of Education, in coordination with the Universidad Mayor de San Andrés.
The objectives are:
1. Create an electronic library that provides access to full text of a selected collection of journals in Bolivia.
2. Give more visibility and full access to national scientific publications from all areas of knowledge, through a common methodology, integrated and interoperable for the preparation, storage, retrieval, dissemination and evaluation of them. In addition, to incorporate national publications to international information networks and define consistent evaluation systems of the individual and institutional productivity of the country.
3. Increase the sharing and national and international positioning of the scientific journal Bolivia. In the long term, this initiative aims to increase the impact of scientific production.
To fulfill the objectives of SciELO Bolivia is essential that the institutions responsible for the publication of academic journals and the scientific community in general, facilitate and support the improvement of scientific communication in all its aspects, seeking to identify, encourage and develop a core collection of journals whose standard of quality within the reach of international scientific journals, recognized and indexed in databases and / or high selective international impact.
In this context, the selection criteria and the evaluation stages that apply to magazines, intended to help raise the level of editing and quality of journals and their content published to the formation and development of the collection of scientific journals SciELO Bolivia.
3. Scope of the SciELO Bolivia
The collection includes Bolivia SciELO journals that predominantly publish the results of original research and other significant contributions to the specific area of the magazine. The process of review and acceptance of contributions must be made by experts (peers national and / or international).
The collection of each magazine in SciELO Bolivia begins from the year of acceptance, entering the collection with the last issue published that year, retrospective issues can be easily integrated until 1997, or after the first number of journals foundedafter 1997.
4. Bolivia SciELO Criteria
4.1 Criteria for immediate admission of journals in the collection Bolivia
Bolivian journals indexed or reviewed by one or more of the following databases automatically qualify or international indices as assessed by FAPESP in 1997 and the evaluation of CNPq / FINEP also 1997 for initial admission to the SciELO collection of Bolivia:
- ISI
- MEDLINE / Index Medicus
- PsycInfo (APA)
4.1.1 Databases or international rates
National journals included in the following international indexes are empowered to be part of the SciELO Bolivia:
- ISI (Thomson Reuters)
- MEDLINE
- PsycINFO (American Psychological Association)
At the time, be able to add other databases or indexes targeted, if groups SciELO assessors, they estimate.
4.2 Criteria for selection / evaluation
4.2.1 Criteria for magazines in print on paper
All applicants for scientific journals SciELO Bolivia must meet the following criteria (download form), corresponding in turn to the evaluation criteria:
4.2.1.1 ISSN
Having ISSN (International Standard Serial Number) for printed and electronic format.
4.2.1.2 Age
The magazine must have been issued at least two years, to be given not less than the half-yearly since its inception.
4.2.1.3 Scientific content
Journals should publish predominantly original articles resulting from research and / or that represent a real contribution to the specific discipline of the magazine. May include other items such as review articles, short communications, case studies, reviews, notes, interviews, original articles will not be considered.
4.2.1.4 Peer
Journals only accept peer review system [1]. The journal must formally specify the procedure for approval of articles. You must indicate on each article in the main dates of the arbitration process: the date of receipt and the date of acceptance.
4.2.1.5 Editorial Committee and Editorial Board
The composition of the editorial board of the journal must be public. Its members should be recognized experts in the country and abroad, duly identified in the publication.
Journals whose board members devoted solely to an institution and / or items from a single institution or geographic region will not be accepted.
4.2.1.6 Authors
The journal must include a percentage of authors from outside the institution that publishes.
It is recommended that the authors come from diverse backgrounds.
Expert or understood the material which may be national or international origin.
4.2.1.7 Frequency
Frequency is an indicator of the flow of scientific production of the magazine, under the thematic area. At a minimum, must comply with the frequency indicated in the table below:

4.2.1.8 Timeliness of publication
The magazine must have a regular schedule in recent years and published on time.
4.2.1.9 Title, abstract and key words in English
Articles should contain the title, abstract and key words in the language of the text of the article and in English, when this is not the language of the text.
4.2.1.10 Standardization
The journal must specify (s) standard (s) followed by (s) for the presentation and structuring of articles as well as for the presentation of quotations in the text, keywords, descriptors, and the references in order to evaluate compliance with the standards indicated.
For references, must be clearly indicated in standard bibliographic format or which must be submitted.
4.2.1.11 Affiliation of authors
Articles should contain complete information about the affiliation of each author, including compulsory, the institution of origin, place (city), country and email. If you have more than one affiliation per author, it should indicate the principal.
4.2.2 Criteria for magazines in digital format
All scientific journals in digital format SciELO applicants to Bolivia must meet 11 criteria for printed journals, plus the following criteria (download form), corresponding in turn to the evaluation criteria:
4.2.2.1. E-mail address of the journal

4.2.2.6. DOI (Digital Object Identifier)

4.2.2.7. URL (Uniform Resource Locator)

4.2.2.8. Historical access to content
Availability of access to the historical content of the magazine, according to time of existence. Access to back issues, summaries and tables of contents, as well as abstracts and / or articles.
4.2.2.9 Navigation and functionality
Organization and structure of the contents of the publication. Easy access to content, summaries, articles, back issues and others.
4.2.2.10 Seekers
Search tools, generally known as "search engines" that let you search for the content of an information resource on the Internet.
4.2.2.11 Value Added Services
Additional services offered by the magazine's Web site, both in telecommunications and more elaborate information: e-mails, databases, related content, links, embedded links, Search: simple and advanced search using indexes.
4.3 Procedures of the acceptance process
1. Assessment of formal aspects of editing,
The evaluation of the form include an analysis of a set of characteristics, based on studies and international standards for the publication of scientific journals. 2. Evaluation of content to ensure scientific quality.
The journals that satisfactorily meet the above aspects will be evaluated as to their content based on the opinion of at least two specialists in the area of the magazine, in relation to the following features:

Bolivia SciELO group responsible for assessments, receive applications, organize information and documentation for the evaluation of the magazine.
The final evaluation report may include recommendations for improvements and modifications to the journals, which must be met within the time specified in the report.
5. Control and monitoring of the journal for their stay in SciELO
All journals from the collection must maintain and / or raise their quality, to enter and / or remain in the collection Bolivia.
In general, all criteria used for evaluating journals and their acceptance in SciELO Bolivia, also apply to remain in the collection.
The permanence of a magazine in the collection Bolivia is based on the fulfillment of the following indicators:
5.1 Timeliness of sending files
The timeliness of delivery is measured by the arrival of files in a number of the magazine to SciELO, which must be regular and timely according to the frequency of publication of the magazine. Bolivia SciELO indicate the existence of delays in sending files.
Journals that are timely will be reviewed by the Advisory Committee SciELO Bolivia, according to existing criteria in this document.
5.2 Quality and journal articles
Journals should maintain the quality according to current criteria of this document accepted by SciELO Bolivia, make improvements, or raise their level. Keeping with its scientific publications by authors from diverse sources.
5.3 Indicate the use of the journal
Use of this journal is measured monthly by the number of hits or visits to the content of the magazine. If the use of the magazine is consistently low and / or decreasing when compared with journals in the same area, the journal should be evaluated in order to study the causes and possible solutions.
Impact indicator 5.4
The indicator of impact of each journal title is measured based on the citations the journal received should be evaluated together with the titles of journals in the same area.
The increase in impact factor and its stabilization in the average value of the journals in the same area are considered productive performance and, therefore assures the permanence of the title in the collection Bolivia.
6. Exclusion of magazines
For the exclusion of a journal of the SciELO Bolivia will require the report of the Advisory Committee SciELO Bolivia.
In the event of unfavorable results are verified in the evaluation of a magazine, you will receive a notification on the aspects that need improvement, which will be attended to within established by the Committee.
The editor of the appeal may at any time on reports received, both in cases of non-admission and in those application for permanent improvements in the collection Bolivia.
The record will be reviewed by the Advisory Committee and the journal may be reassessed.
Magazines excluded from the SciELO Bolivia will be included in the collection of Bolivian magazine "http://www.revistasbolivianas.org.bo" until they made the corrections recommended by the Advisory Committee SciELO Bolivia so that they can reenter the SciELO Bolivia.
7. Resources
The person responsible for the issue of the journal may appeal the decision of the Advisory Committee at any time, in cases of non-admission and exclusion of the SciELO Bolivia.
The funds will be reviewed by the Advisory Committee and the journal may be reassessed.The report of the Advisory Committee will be sent to the person responsible for the issue of the journal, through the Vice Minister of Science and Technology, Ministry of Education.
8. Readmission
The journals that are excluded from the SciELO Bolivia may be readmitted, provided that they fulfill the criteria for inclusion and retention in the collection. The readmission will be evaluated by the Advisory Committee SciELO Bolivia.
Readmission will not be effective immediately upon the exclusion of evidence of the SciELO Bolivia. To be reassessed, the magazine is able to fulfill the criteria in at least two consecutive numbers in a period of one year.
