Bolivia SciELO Criteria: criteria, policy and procedures for the application, acceptance and permanence of scientific journals in the SciELO Bolivia
1. Introduction.
This document presents and describes the selection criteria and evaluation of scientific journals adopted by the SciELO Project http://www.scielo.org _ _ for the application, acceptance and permanence of the journals in the library of the Scientific Electronic Library _ Bolivia http://www.scielo.bo.org SciELO
The criteria and policies and procedures are based on the criteria followed by the SciELO Network, which were analyzed and discussed by editors and publishing specialists in scientific journals, universities, professional associations, NGOs, and other institutions related to scientific research.
2. SciELO Criteria Objectives Bolivia.
Bolivia SciELO Criteria are defined in the context of the SciELO Project, Bolivia coordinated by the Vice Minister of Science and Technology, Ministry of Education, and the Universidad Mayor de San Andres as the operational arm.
SciELO-Bolivia is part of a regional project, created in 1998 by initiative of FAPESP (Foundation for Research Support of the State of Sao Paulo) and BIREME (Latin American and Caribbean Center on Health Sciences PAHO / WHO), Brazil. Envisages the development of a common methodology for the preparation, storage, dissemination and evaluation of scientific literature in electronic format. The development of SciELO-Bolivia is the responsibility of Deputy Minister of Science and Technology, Ministry of Education, in coordination with the Universidad Mayor de San Andres.
The objectives are
1. Create an electronic library that provides access to full text of a selected collection of scientific journals Bolivia.
2. Give greater visibility and full access to the national scientific publications from all areas of knowledge, through a common methodology, integrated and interoperable for the preparation, storage, retrieval, dissemination and evaluation of them. Moreover, to incorporate national publications to international information networks and define consistent evaluation systems of individual and institutional productivity of the country
3. Increase the sharing and national and international positioning of the scientific journal Bolivia. In the long term, this initiative aims to increase the impact of scientific production.
To fulfill the objectives of SciELO Bolivia is essential that institutions responsible for the publication of national scientific journals and the wider scientific community, collaborate and support the improvement of scientific communication in all its aspects, seeking to identify, encourage and develop a core collection of scientific journals, whose standard of quality is available to international scientific journals, recognized and indexed in databases and / or international impact selective indexes.
In this context, the selection criteria and evaluation steps that apply to magazines, aim to help raise the level of editing and quality of journals and publishing content for the training and development of the collection of scientific journals SciELO Bolivia.
3. Scope of the SciELO Bolivia.
Bolivia SciELO collection includes journals that predominantly publish the results of original research and other significant contributions to the area covered by the journal. The review process and acceptance of contributions should be made by experts (peers national / international).
The collection of each magazine in SciELO Bolivia begins from the year of acceptance, entering the library with the last issue published that year, retrospective issues can be incorporated until 1997, or after the first number of journals founded after 1997.
4. Bolivia SciELO Criteria.
4.1 Criteria for immediate admission of journals in the SciELO Bolivia
Bolivian journals indexed or outlined by one or more of the following databases or international indexes automatically qualify as assessed by FAPESP in 1997 and the assessment of CNPq / FINEP also 1997 for initial admission to the SciELO collection Bolivia:
• ISI
• MEDLINE / Index Medicus
• PsycInfo (APA)
4.1.1 Databases or international indexes.
The journals included in the following international indexes are empowered to be part of the SciELO Bolivia:
• ISI (Thomson Reuters)
• MEDLINE
• PsycINFO (American Psychological Association)
At the time, be able to add other databases or indexes targeted, if groups SciELO assessors and deem.
4.2 Selection criteria and evaluation.
All applicants for scientific journals the SciELO Bolivia must meet the following criteria (download form), corresponding in turn to the evaluation criteria:
4.2.1 ISSN.
Having ISSN (International Standard Serial Number) for printed and electronic format.
4.2.2 Age.
The magazine shall have a seniority of at least two years old, periodicity less than the half-yearly since its inception.
4.2.3 Scientific content.
Journals should publish predominantly original articles resulting from research and / or that mean a real contribution to the specific discipline of the magazine. They may include other items, such as review articles, short communications, case studies, reviews, notes, interviews, original articles will not be considered.
4.2.4 Peer review.
Journals will be accepted only with peer review system. The magazine should expressly specify the procedure for approval of articles. It should be indicated in every magazine article the main dates of the arbitration process: the date of receipt and the date of acceptance.
4.2.5 Editorial Board or Editorial Board.
The composition of the editorial board of the journal should be public. Its members should be renowned specialists from national and international, properly identified in the publication.
Journals whose board members devoted solely to an institution and / or items from a single institution or geographic region will not be admitted.
4.2.6 Authors.
The journal should include a percentage of authors from outside the institution that publishes.
It is recommended that the authors come from diverse backgrounds.
4.2.7 Periodicity.
Frequency is an indicator of the flow of scientific production of the magazine, it depends on the subject area. At a minimum, must comply with the frequency indicated in the table below:

4.2.8 Timeliness of publication.
The magazine must have a regular schedule in recent years and published on time.
4.2.9 Title, abstract and keywords in English.
Articles should contain the title, abstract and key words in the language of the text of the article and in English when this is not the language of the text.
4.2.10 Standardization.
The journal must specify which (s) norma (s) then (s) for the presentation and structuring of articles as well as for submission of quotations in the text, keywords, or descriptors, and the references in order to assess compliance with the standards indicated.
For references, should be clearly represented the standard or bibliographic format in which they must be submitted.

Articles should contain complete information about the affiliation of each author, including mandatory, home institution, place (city), country and email. In case of more than one affiliation per author should indicate the principal.
4.3 Procedures of the acceptance process.
• 1. Assessment of formal aspects of editing,
The evaluation of aspects of form include an analysis of a set of characteristics, based on studies and international standards on editing scientific journals. • 2. Evaluation of content to ensure scientific quality.
Journals satisfactorily fulfill the above aspects will be evaluated as to their content based on the opinion of at least two specialists in the area of the magazine, in conjunction with the following characteristics:
• Agency editor
• Editorial Committee
• Peer System (process of selecting and approving items)
• Authors
• Type of items
• Subject coverage
• Scientific quality of the articles and the journal
Bolivia SciELO group responsible for the evaluations, receive nominations, organize information and documentation for the evaluation of the magazine.
The final evaluation report may include recommendations for improvements and modifications to the journals, which must be met within the time specified in the report.
5. Control and monitoring of the magazine's permanence in SciELO.
All journals from the library should maintain and / or increase the level of quality to enter and / or remain in the SciELO Bolivia.
In general, all criteria used for evaluation of journals and their acceptance in SciELO Bolivia, will also apply to remain in the collection.
The permanence of a magazine in the SciELO Bolivia will be based on compliance with the following indicators:
5.1 Timeliness of delivery of files.
The timeliness of delivery is measured by the arrival of files in a number of the magazine to SciELO, which must be regular and timely according to the frequency of publication of the magazine. SciELO Bolivia indicate the existence of delays in sending files.
The journals that are not punctual be considered by the Advisory Committee SciELO Bolivia, according to criteria in the present document.
5.2 Quality and magazine articles.
Journals should maintain the quality according to current criteria of this document accepted by SciELO Bolivia, make improvements, or raise their level. Keeping with its scientific publications by authors from various origins.
5.3 Indicate the use of the journal.
Use of this journal is measured monthly by the number of hits or visits to the content of the magazine. If use of the magazine is consistently low and / or decreasing when compared with journals in the same area, the magazine should be evaluated for a study of the causes and possible solutions.
Impact indicator 5.4
The impact indicator for each journal title is measured based on quotes received the magazine should be evaluated together with the titles of journals in the same area.
The increase in impact factor and its stabilization in the average value of the journals in the same area are considered productive performance and, therefore assures the permanence of the title in the SciELO Bolivia.
6. Exclusion of journals.
For the exclusion of the SciELO journal Bolivia will require the Advisory Committee's report SciELO Bolivia.
If adverse results are verified in the evaluation of a magazine, is sent a notification on the aspects that need improvement, which will be attended by the deadline set by the Committee.
The editor of the appeal may at any time on reports received, both in the cases of those not admitted in the application of improvements to remain in the SciELO Bolivia.
The background will be reviewed by the Advisory Committee and the magazine could be reevaluated.
The magazine excluded from the SciELO Bolivia will be included in the collection of Bolivian magazine http://www.revistasbolivianas.org.bo until they carry out the corrections recommended by the Advisory Committee SciELO Bolivia so that they can rejoin the Bolivia SciELO collection.
7. Resources.
The person responsible for the issue of the journal may appeal the decision of the SciELO Consultancy Committee at any time, in cases of non-admission and exclusion of the SciELO Bolivia.
Appeals will be considered by the Advisory Committee and the magazine could be reevaluated. The Advisory Committee's report will be sent to the person responsible for the publication of the magazine.
8. Readmission.
The journals that are excluded from the SciELO Bolivia may be readmitted, provided that they fulfill the criteria for inclusion and retention in the collection. The readmission will be evaluated by the Advisory Committee SciELO Bolivia.
Readmission will not be effective immediately after the exclusion of evidence of the SciELO Bolivia. To be reassessed, the magazine is able to fulfill the criteria in at least two consecutive numbers in a period of one year.
