<self-uri xlink:href="http://www.scielo.org.bo/scielo.php?script=sci_arttext&amp;pid=S1683-07892022000200367&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://www.scielo.org.bo/scielo.php?script=sci_abstract&amp;pid=S1683-07892022000200367&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://www.scielo.org.bo/scielo.php?script=sci_pdf&amp;pid=S1683-07892022000200367&amp;lng=en&amp;nrm=iso"></self-uri><abstract abstract-type="short" xml:lang="es"><p><![CDATA[Al implementar infraestructura pública, no solo se debe considerar el aspecto técnico, sino también el aspecto social, tener la aceptación social es primordial, especialmente cuando se trata de la construcción de Plantas de Tratamiento de Aguas Residuales (PTAR), por temor al impacto negativo que se pueda generar en el entorno circundante a la obra. En este estudio, se identifican los factores que surgen en la aceptación social de proyectos PTAR, en términos de las relaciones entre actores sociales, las posiciones e intereses de cada actor. El estudio de caso está ubicado en el Municipio de Colcapirhua en la Cuenca del Río Rocha, caracterizado por ser una región semiárida y tener una demanda alta de agua. Se analiza y compara los procesos de abordaje de consenso social utilizado en dos proyectos PTARs, se identifica los factores que conducen al éxito y fracaso para la aceptación social, que en ambos casos se dan en un mismo municipio. El resultado indica que cada proyecto PTAR presenta un grado de dificultad distinto debido al tipo de conflicto en base a un rasgo primordial que es el entorno ambiental como la contaminación, el imaginario en torno al mal funcionamiento de una PTAR, el uso de suelo, antecedentes de conflictos y desconfianza hacia las autoridades municipales. En base a esta evaluación, este estudio propone una estrategia que se recomienda implementar por parte del Gobierno Autónomo Municipal, para la solución de conflicto social en torno a la construcción de PTARs]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[In implementing public infrastructure, it is important to consider not only the technical aspect but also the social aspect to obtain social acceptance, especially the WWTP construction project which can have a negative impact on the surrounding area. In this study, the factors that arise in the social acceptance of WWTP projects in terms of the relationships among social actors, and the positions and interests of each actor are identified. The case study is located in the Municipality of Colcapirhua in the Rocha River basin which has the characteristics of a semi-arid region and a high-water demand. The social consensus approach processes used in two WWTP projects are analyzed and compared, and the factors that lead to the success and failure of social acceptance in both cases occur in the same Municipality are identified. The result shows each WWTP project presents a different difficulty due to the type of conflict based on a fundamental feature that is the environmental environment such as contamination, the imagined scenarios about malfunction of WWTP, land use, conflict history, and distrust toward the municipal authorities. Based on this evaluation, this study proposes a strategy that is recommended to be implemented by the municipality, to solute the social conflict surrounding the construction of WWTPs.]]></p></abstract>
