The following summary presents an analysis of the effectiveness of the functional responsibility framework in the supervision of public contracts in Peru. To analyze the effectiveness of the functional responsibility framework in the supervision of Peruvian public contracts under the new Law 32069 and propose institutional improvements to strengthen governmental control. A descriptive-analytical research with a qualitative approach was conducted, utilizing documentary analysis of the current regulations (2020-2025), systematic review of 847 control reports from the General Comptroller's Office, content analysis of 200 cases of functional responsibility, and triangulation with interviews of 15 experts in public procurement. The data were processed using comparative analysis and thematic categorization techniques. Critical deficiencies were identified in 67% of the supervision processes, with greater incidence in public works contracts. The implementation of Law 32069 showed a 23% improvement in the early detection of irregularities, demonstrating a significant correlation between the training of supervisory personnel and the effectiveness of control.
