This systematic literature review synthesizes and structures theoretical perspectives on inter-institutional articulation in Technical-Productive Education Centers (CETPRO) as a key strategy to enhance youth labor market insertion in Latin America. Through the analysis of 40 scientific sources published mainly between 2020 and 2025, five convergent conceptual approaches were identified. The integrative synthesis of these approaches results in the formulation of an adaptive territorial mediation system, operationalized into four interdependent macrodimensions: 1) Integrated Institutional Capabilities, 2) Inclusive Territorial Contextualization, 3) Normative Framework and Institutional Sustainability, and 4) Transversal Digital Transformation. This system is broken down into 108 specific, empirically grounded indicators that overcome traditional fragmented approaches. The proposed framework offers a robust tool to systematically articulate technical education with labor market demands, responding to the pressing youth vulnerability in the region, where 42.5% of those under 17 live in poverty (ECLAC, 2023). This study contributes a conceptually validated model, ready for implementation and evaluation in diverse institutional contexts.
