Informality in the liquid fuels market in Latin America is a phenomenon that goes far beyond tax evasion or simple acts of smuggling. The objective of this study is to analyze the dynamics of informality in the liquid fuels market in Latin America and its implications for energy security, identifying challenges and opportunities for a just, inclusive, and sustainable energy transition. The approach is qualitative, exploratory, and descriptive, following the guidelines of the PRISMA protocol. The search was conducted in databases such as Scopus, Web of Science, and Google Scholar, selecting 43 studies for the review. The results indicate that public policies should combine targeted and temporary subsidies with electronic monitoring and tiered pricing to minimize negative social impacts. It is concluded that strategies should go beyond sanctions, promoting sustainable alternatives that strengthen energy security and recognize the dignity and agency of people in informal situations in Latin America.
