Formative assessment constitutes a fundamental right in Peruvian higher education, established in University Law No. 30220. This study analyzes the legal-regulatory framework of formative feedback through a systematic review with realist synthesis examining 28 empirical studies and 15 normative documents from 2015-2024. Scopus, Web of Science, SciELO, Redalyc databases and specialized legal repositories were used. Results show three differentiated modalities: intra-stimulus feedback in early education, trans-stimulus in teacher training, and extra-stimulus in health sciences, regulated by specific normative frameworks. 73% of universities do not fully comply with Institutional Licensing Model standards. It is concluded that effectiveness depends on compliance with specific legal-regulatory frameworks of each disciplinary area, requiring reforms to strengthen mandatory nature and systematization of these evaluative processes.
