The global process that non-profit entities (ENL) projects go through consists of three phases: formulation, execution and evaluation. The project formulation and evaluation phases are the ones that have advanced the most, equipping themselves with instruments, techniques and methods that allow good diagnoses and examinations of the final results. However, the execution phase has not yet been equipped with instruments, techniques and methods in a standardized way, which has a negative impact on the performance of the projects, their consequent inefficiency and little effectiveness. In the present work, techniques, instruments and methods for the execution phase were identified, which are currently used by NLS to improve their performance, taking into account efficiency and effectiveness criteria. The results obtained were:efficiency and effectivenessIt was shown that it does not exceed 50%, approximately 2/3 of the ENL are affected to a significant degree by the scarce use of tools and techniques of the cost processes. Also, it was possible to identify that 100% of the non-governmental entities do not comply with the structure for the development of planning activities and project execution, which makes it impossible to solve the problems of the affected populations in the execution of projects of the city of Sucre Bolivia.
