Abstract

Summary In August of 2006, in the text of the Government of Evo Morales, Walter Villarroel was sworn in as the new minister of mining. The possession would have been only a good time, but it was not because Villarroel was a former president of the mining cooperatives, a group of indigenous people, the miners who have emerged as a new economic and political elite in the country. The article tries to show the historical conditions of the emergence of these new entrepreneurs, their permanent struggle with the state, their condition of ethnic marginality and how neoliberalism is integrated into the ideal space for the advancement of their economic interests. Consolidate with the Plurinational State at the head of the indigenous government of the Movement to Socialism.
