Abstract The population of the southern part of the city of Oruro has had a remarkable growth in the last three decades, so much so that currently approximately one third of the Oruro population lives in this area. Most of the supply centers, educational centers, banks, offices of institutions that offer basic services, professional services and others are located in the central area of the city of Oruro. This fact generates that a significant flow of people moves from the south to the central zone and vice versa. Although the amount of means of transport between these areas has grown considerably, the vehicular flow has become heavy, slow and difficult. Consequently, there is a latent need to increase the access roads between the central and southern areas of the city. For twenty or more years different city authorities (mayors, prefects and others) have expressed that the construction of a tunnel between the central zone and the southern zone through the mountain that delimits both zones would allow overcoming the difficulties noted above. However, to date no institution has a project that allows to establish with sufficient approximation the technical feasibility of the aforementioned tunnel. Therefore, a technical feasibility project of this tunnel will allow the city authorities to consider this alternative in decision-making to overcome the serious problem of vehicular flow between the central zone and the southern zone of the city of Oruro.
