Abstract It is evident that the shortage of scientific production is widely documented in different countries of the world, several scholars have dedicated their efforts to identify the causes that generate it and have agreed on the syndrome Everything But Thesis. In the case of Bolivia it has been seen the need to corroborate the theory with practice, that is why the present article describes the factors that influenced the Doctorates of the Center for Psychopedagogical and Research in Higher Education - CEPIES (2005-2010), do not conclude with the support of the doctoral thesis starting from the conceptualization of the syndrome Everything Less Thesis (TMT). The study includes versions I, II, IV between 2005 and 2010. Following the qualitative approach, interviews with doctoral candidates have been applied, former authorities and current authorities of the institution, events have been organized that allowed a rapprochement with key informants, in addition to the bibliographic review. The results show that the TMT is present, this situation is reflected in the small number of graduates in relation to those who completed the academic program in this period, as well as the main reasons why doctoral candidates do not support their thesis, which can be classified into five factors: personnel, administrative, academic, infrastructure and financial
