Summary The Deconcentration of University Higher Education, constituted the mandate of the Plurinational State for the Universities of the public system expressed in Article 93 paragraph IV, Article 95 Paragraphs I and III of the Political Constitution of the Plurinational State of Bolivia, it´s important to point out, in the case of the Universidad Mayor de San Andrés, it were develop links and social relations with the sectors of both urban and rural areas, more before the promulgation and approval of the current Political Constitution of the Plurinational State. The results of the research carried out to identify the facts of the results of the socioeconomic contexts and the politicals ones, which explain the historical process of the deconcentration of Higher Education in the Universidad Mayor de San Andrés
