Abstract The research is characterized by being descriptive, followed by a comparative contrast analysis with the outstanding Technion University of Israel, a qualitative phase is added to it of the perception of the students of the Postgraduate Programs, on various factors that can influence in the low research productivity and the low rate of graduates. The results make visible the need to establish policies, educational strategies that respond to internationalization standards, innovation in postgraduate programs at UMSA
