Abstract The main objective of this research is to make a diagnosis - based on empirical evidence - of the evolution in skill formation processes in the Bolivian Educational System, between reforms, their connection education levels, and a bonding with higher education at the conclusion of the formative process, with the labor market. Through the use of panel data from more than 40 years, estimating structural break, connection between levels, correlation of skills and estimation of educational returns from the formation process is explored. As a result, the absence of a structural break between reforms is evident, the process would remain unchanged over time, with a contradictory disconnection between educational levels, this disconnection is reflected in an estimated educational return of 8%, which in simulated connection increases to a 13%. The research provides the argumentative input, based on evidence, that will allow exploring other purposeful scopes of educational models that provide change, connection, discovery, potentialities and greater return as a result of the formation process.
