Abstract Training in democratic values is an imperative in every society. Such formation should be incorporated and developed in educational projects and curricula from the primary and secondary level, deepened in higher education. This article works a concrete fact, which is expected to be incorporated as an object of study, analysis and discussion in the university academic content, “The breach of constitutional guarantees” in our country. Through a documentary study, from a hermeneutic analytical perspective, some evident facts are revealed and questioned that constituted the political and democratic life in the last fifty years in Bolivia, governed by military dictatorships and constitutional regimes, in which there was not full guarantee for the respect and fulfillment of the Political Constitution of the State, putting in evidence a marked distance and contrast between the Juridical Engineering designed for the country and of formal validity, with the factual reality, that shows that the rights and guarantees foreseen in the juridical order. Training in democratic values and principles and human rights represents a demand and commitment for the State, particularly for the Bolivian university system.
