The transition to a Digital Terrestrial Television in Latin America is a phenomenon determined by the context of each country. The aim of this research is to describe the characteristics of the treatment of public politics had on the transition toward DTT in times of changing governments in Argentina, Bolivia, Brazil and Ecuador. The research is structured in sections, one for each country and a comparative one. We conclude that there is a correlation between public policy and changes of government; however it is not a determining factor. On the other hand, it is an evidence that the study of regulatory frameworks relating to DTT can be very helpful for similar future projects. Finally, it can be assured that the social character of the policies related to DTT directly affects the technical application of this technology.
