The economic loss caused by the lack of control in climatic risk all over the world represents a great percentage of the GDP. These effects are stronger in developing countries due to a great amount of influencing factors. Natural disasters represent in Bolivia not only difficulties to reach growth goals but also political and economic stability. Likewise, floods, droughts and other climate events, imply a high opportunity cost. In order to explain the vulnerability that Bolivia faces, factors that may have influence over it were analyzed. Therefore, an econometric model was estimated showing the existence of long term relationships between the variables public investment and the trade balance with the level of vulnerability in the country measured by the quantity of death and affected people due to adverse climatic events as a proportion of the entire population.
