Abstract Training of specialized human resources has been a constant in technical and scientific cooperation between Mexico and Japan. The objective of this article is to analyze the international cooperation for development that Japan offers to Mexico, in the specific framework of technical and scientific cooperation for earthquakes in the 21st century, based on the Japanese vision of risk and disaster mitigation. The document reviews the specialized literature on international cooperation for development of Japan, scientific literature and official reports for bilateral cooperation between Mexico and Japan. It is concluded that the bilateral cooperation on seismic issues has been developed in two aspects: the first with solidarity actions in the conjunctural events in the two countries, and the second, with programs based on the generation of Japanese knowledge regarding prevention, risk management, action and mitigation.
