Abstract The goal of this paper is analyze the Municipality participation in the federalism in México. As methodological strategy is realized a general analysis of the theoretical and institutional elements that determine the roll of the Municipality in the federal system, in spite of is not be formal part from his structure; and a specific analysis about the constitutional controversies interposed for the local governments to defend yours competencies against other government orders, as empirical evidence for a better understand of the insertion of the Municipality in the functioning of the Mexican federalism. The conclusions are that, even though the Municipality presence in the federal system is tied to its individual institutional capacities, as government order is located in fact as an emergent actor from the Mexican federalism.
