Abstract The indebtedness component of state public spending in Mexico fits into the political budget cycle (CPP) as part of the general theory of the political economic cycle (CEP). In this research, a retrospective analysis of the determinants of public indebtedness of the states of Mexico in the period of 2000-2014 is carried out. To obtain information on the values of public spending for later, estimate extended autoregressive models that incorporate electoral (dichotomous) variables and are controlled by the effects of the economic cycle. The results show the presence of the CEP in the state public expenditure, in the area of capital expenditures, which explains the debt is a resource that finances public works in the states of Mexico
