Abstract The article raises the question of how to manage local cooperation from the internal operation of interactoral relations as a process in itself and as a feasible result to measure, to contribute to the articulation between the strategic objectives of the government and the local productive system in the municipalities. Cubans and achieve greater efficiency and collective benefit. Based on the review of international and national empirical evidence, cooperation mechanisms and types of cooperation are established as the dimensions of local cooperation as a process, reflecting the measurement of its results from the effects and impacts on business indicators and the municipality, measured in objective, efficiency and effectiveness indicators. Its relevance to the Cuban context is evident
