Abstract This study collected and analyzed public policy preferences using a sample of young Bolivians who are interested in studying abroad. The analysis is mainly descriptive and includes a manual evaluation combined with a computerized procedure based on an algorithm that measures frequencies in texts. Results suggest that this segment of the population is interested in: education, institutions, jobs and health. Specifically, they propose: equality of opportunity and quality in education for developing their capabilities; strong institutions where by meritocracy, only the best can lead them; and entrepreneurs that are free to participate in the market independently of social, political or economic conditions. Additionally, it was found that government plans of political organizations coincide with a general interest by young people on the economy. However, specific topics, such as education, register lower frequencies and variation across plans. The ideas are relevant across several areas, so implementing them may require coordinated efforts.
