Abstract We evaluate whether measures of regulation of rates and allotments of portfolio in Bolivia, contribute to achieving the objectives of the financial services law to facilitate universal access and ensure its sustainability, with this purpose we analyze empirical data of the last 7 years, comparing to growth averages before and after measures. The results show that there is an average increase of the rate of growth of the portfolio of housing and the productive sector after the measures, in this last sector is achieved in large part by the reclassification of portfolio held by the banks to be able meet mandatory quotas. On the other hand, all other relevant variables from the financial system are lower after the average growth rates. We can conclude that the implemented measures are opposed to the objective of facilitating universal access to financial services, because they generate the effect of focus the portfolio on multiple banks, affecting the sustainability of the IFDs, institutions that cater to marginal sectors.
