ABSTRACT Cognitive abilities have become a key element in economies as a source of sustainable growth. In order to reach a knowledge-based economy, a number of issues are needed such as the institutional framework, education, infrastructure, new technologies and the macroeconomic environment. The present work addresses the situation and analyzes the promotion and development in Mexico of human capital, since it creates and materializes knowledge. Indicators are reviewed to know the situation in the generation of qualified personnel such as: graduates of higher level of education, personnel in Research and Development, expenditure in education, innovation in the industry, etc. The evidence suggests that in Mexico there is no adequate context for the development of human capital and the influence of knowledge in the country's economic system is nil. Public policies have not been effective in underpinning the generation of knowledge.
