Abstract This paper proposes to use the derived demand for water as an instrument that contributes to the resource allocation policy. Demands for water are estimated by crop and a scenario with positive prices is simulated, which allows its comparison with the granted water concessions by the water authorities, through a case study in Mexico (District of Irrigation 011, Alto Río Lerma, Guanajuato), characterized by the presence of conflicts in distribution and competition between the different uses of water. The authorities that manage water policy could benefit from auxiliary criteria, for allocating water volumes, always respecting the restriction of the natural availability of the resource. The question is how could contribute derived water demand, to achieve the efficient allocation of this resource in agriculture? in this work is answered through a methodology that allows examining the problem of efficiency from the economic point of view.
