Abstract This article proposes an analysis of the way in which the electoral system and the party system influence the concentration of power in the political party that wins the elections replaced by the division and separation of powers. The electoral system generates the cooptation of the entire executive body and a similar proportion in the plurinational legislative assembly. Likewise, the party system generates a member's discipline towards the political party, provoking a paradox in the assembly member (whose political party won the elections) to the following extent: on the one hand, he tends to be faithful to his party and its members or, on the other, he carries out his work by limiting the power of his party by supervising it, investigating it and designating state authorities that limit or question it
