Abstract The present work is a reflection on the public management of the Plurinational State of Bolivia, within the constitutional design based on a Plurinational autonomous model. The manager of intercultural public policies is at different levels of skills such as; central, departmental, municipal and native indigenous peasant, which plans and executes: plans and programs. Constitutional justice in relation to indigenous justice is understood, as a means of managing their own public policies, the exercise of their powers in the administrative, legal-political and philosophical fields, as a response is intercultural translation where creative forms of plural administration, from its own values and principles
