Abstract: The modification in the organization and territorial structure of the Bolivian State brought with it múltiple challenges. From the perspective of administrative law, there are several challenges, among which are those derived from the administrative act in the departmental autonomous governments. In this regard, it is important to point out that the issuance of administrative acts derives from the administrative function of the State, whose general rule establishes that the Executive Organs are in charge of their issuance, but there is an exception rule that allows the Legislative Organs to exercise this function in specific cases. This panorama contemplates several challenges regarding the administrative act in these departmental autonomous governments, among which the distinction between normative and non-normative acts stands out, as well as the need to configure a new institutional structure in these Organs to improve the way in which this act, which materializes the functioning of the State on a daily basis, is exercised.
