This paper presents the results of the research project entitled "The monitoring process as mechanism of participation" that started from the presupposition for providing elements of reflection, analysis and evaluation of the speeches, procedures and practices that are implemented in the development of citizen participation and the citizen oversight in the Colombian legal system; the project aims to elaborate a state of the art on citizen participation -practices and construction- and the monitoring process.
