GUTIERREZ CABAS, Willy. The constituent power in front of the constituted power in the reform and the Bolivian constitutional interpretation. Rev. Jur. Der. [online]. 2017, vol.6, n.7, pp.101-114. ISSN 2413-2810.
Summary The relationship between constituent power and constituted power is a relationship that entails certain problems in the framework of the Constitutional interpretation, considering that the constituent Power emanates from the will of the sovereign and the constituted powers are a consequence of the will of the sovereign emanating from the document generated from the constituent assembly, which is the Political Constitution of the State. Therefore, the constitutional interpretation is delegated to an independent body that is constituted as guardian of the Constitution which in Bolivia is called Plurinational Constitutional Court. That is why it is addressed this relationship between the constituent power and constituted power within the framework of the constitutional reform and the constitutional interpretation.
