Abstract

Summary. The enactment of the new Political Constitution of the State in Bolivia, on February 7, 2009, was born as a result of a social need that precisely involved the process of modification of the legal - political superstructure of the State, however, it also developed and evidenced the imminent need for developing public policies that allow to achieve the development of the country in an environment of security for the population; the perception of society in this regard is the variable that allows to demonstrate its effectiveness as public policy.
