Abstract

It has been argued that modernity is defined politically by democratic institutions, socially and culturally by civilization of technology, although the relationship between these two components it is not exempt of ambiguities. While some, like Jean Jacques Rousseau , demonstrated wary of the consequences that the constant scientific progress would have on the privacy and equality in political relations(Bedía, 1995, pág. 33), others like Popper and Russell, understood the close relationship between "spirit of knowledge and success of democratic institutions". This is how the proliferation of ICT with processes and values of democracy the electoral system as structure of electoral processes, so well as a policy query tool in its various branches and aspects to be defined, is a field that affect ICT .
