Citizen insecurity in Bolivia is a constant in a public debate, a time bomb. Efforts to reform the system of public safety, the summits of Public Safety, programs and projects aimed at strengthening the national police are parts of initiatives at various levels of government. However, data on violence and crime in the country show that these initiatives did not significantly reduce insecurity, i.e. they have only increased the power of the time bomb. Several factors deepened the levels of subjective and objective insecurity, including inconsistency in the position of state's agencies and society. This article disputes the approach of public policy in the sector: should it begin to disarm the bomb of public insecurity/safety by institutional responsibility, participation and social control? Alternatively, by punitive hardening and technological modernization? By investing in education or construction more prisons? By red or by blue? By both?
