In Bolivia there is a highly vulnerable group of young people: girls, boys and teenagers whose identities are not recognized and they are the invisible population. The identity known in the legal field as an essential part of the human rights, articulated to the exercise of some other rights such as the access to the basic services, social and political participation even the right to become and perform as a real and full person. In this context, in spite of the progress with national and international instruments for protecting these people, Bolivia does not fully guarantee the right of the identity. This article addresses the issue that has to do with social and legal factors associated to the nonrecognition of identity and the social consequences in those kids whose identities are denied through the birth registration certifying them as subjects of law of the State and therefore entitled to be protected by the same State. The analysis of this issue considers the role that the State has to consolídate the right for an identity applying public politics, the actions of the operative institutions in these matters and the implications of the international regulatory body as a reference for the state and society. The starting point is that children are not objects but subjects with problems and expectations of life that have to be attended by the Government, the society and the families.
