Abstract

The Constitution is the supreme law in Bolivia, with conditioners and regulatory character, and in compliance with Art. 108, Paragraph 1 of the Political Constitution of the State of Bolivia. However, in practice, administrative law was already supposed to initiate with delineating criteria about plurinational administrative law described in the article, nevertheless it continues with traditional and formalist currents. Moreover, in practice and exercise of administrative rights of the Bolivian Peoples, particularly in rural communities, it is strengthening but not that much an original culture and that is evident in the use of alanguage, economic activities and consumption goods, for those included in the law.
