Abstract

Given the constant legal changes in the Plurinational State of Bolivia, primarily with the enactment of the "Law Against Racism and All Forms of Discrimination", the Scientific Society of Law Students (SCED) chooses to route a research project related to freedom of expression, which can be manifested, among others, by caricature and / or political humor in print and television media. Consequently, a legal analysis, in which interviews and surveys were applied to determine the scope of that law, which must fall under the mandates of the Constitution of the State and even more, the recognition of different actions to defend privacy, which protects primarily the rights to privacy, honor, self-image, and dignity without forgetting that new offenses related to caricature and political humor typified under the "Law Against Racism and All Forms of Discrimination".
