Abstract

MONTOYA, Álvaro. The Chaco has no Owner: Observations to the Bolivian-Paraguayan Litigation. Rev Cien Cult [online]. 2020, vol.24, n.44, pp.65-95. ISSN 2077-3323.

This article examines the reasons why diplomatic contact initiated from 1879 to 1928 between Bolivia and Paraguay to resolve the territorial conflict over the Boreal Chaco failed at the negotiating table. It briefly reviews over some of the most defended titles by the negotiating parts, and analyzes them on context of contemporary international law. It also reveals the vicissitudes of the negotiators among their nationals, their foreign rivals, the obstacles and partisan interests of both countries which, if they would had understood, could have avoid the war.
