Under the premise that territorial differences among countries can only be solved when the political will is bigger than the obstacles to overcome, the author deals with the question of why, despite the many attempts, Bolivia couldn't overcome its mediterranean problem. He starts overviewing the historical background in order to explain why Chile choose making war to conquer Bolivian and Peruvian territories. Then he examines the several Bolivian attempts to solve the problem, leaving behind false ideas assuming that Chilean politics was always the same and that Bolivian was improvised. At this point, it is argued that a dialogue with concrete prospects will only be possible under the simultaneously existence of three factors, never given before: Chile's real will to solve the problem, Peruvian will to facilitate the solution and a widespread consent in the Bolivian people over the solution features, dimensions and eventual costs. These three conditions are necessary so an eventual The Hague's International Court positive ruling could lead to a realistic negotiation to solve this problem.
