The definition of democracy as "the Government of the people and for the people" raises a fundamental question: who will govern and whose interests will government respond to? these issues acquire a very specific interest in plural and “intercultural” societies like Bolivia. the Lijphart's model of “consociationalism” could be an appropriate response to add stability and governability, given the plurality in national and cultural groups and the need to overcome extreme poverty.
