There are abundant materials about competencies in higher education and the options to develop them; however, this matter is not a closed matter, because competencies-based learning is an issue that concerns all university teachers who oversee one or more course in undergraduate programs. The need to develop basic research competencies is present from the first year of university, unfortunately, this need is usually relegated to the course of Research Methodology, or similar topics, generally placed towards the end of the university curriculum, and frequently with only one purpose: to prepare students to get a degree. Fortunately, there are regional efforts so that higher education institutions can reconcile actions on ‘how’ and ‘what’ to teach in terms of research, so that mobility between institutions and between countries is more accessible for both students and professionals, the current essay presents a brief description of the evolution of the competence concept, as well as the regional efforts, such as the Tuning Project, to establish agreements based on a common foundation for the standardization of its development. This document concludes with an outlined proposal for educational institutions about the type of core or generic competencies that they should develop, and the ‘what’ and ‘how’ to achieve it.
