Abstract

The purpose of this article is to analyze the relation between culture and social policy within the conception of human rights. There is an effort to emphasize in the cultural and ethnic subjects, taking these criteria towards the identification of mechanisms and operative strategies that can contribute to the incorporation of the intercultural approach in social policy. The modern origin of this sort of policy is well known as well as its purpose of standardization as a strategy to affect the plans and means of all individuals, mainly those that have difficulties to access services that are considered essential like health, education and protection. The incorporation of the cultural issue in a conscientious way involves paradoxes, complexities and challenges which are identified and analyzed in the article. In this context, an action plan is proposed to encourage an intercultural and systematic dialog with the most absolute cultural equity in order to contribute to the incorporation of knowledge and epistemological approaches in social programs and promote intercultural standards.
