Resumen

ROTTENSCHWEILER, Sergio. The Same Beginning and Two Different Paths: The Historical Reparation and the Universal Old-Age Pension (2016-2019). rlde [online]. 2020, n.34, pp.67-92. ISSN 2074-4706.

In 2016 in the Argentine Republic, Law 27.260 established two programs aimed at old-age adults: The Historical Reparation and the Universal Old-Age Pension (PUAM). The target group was completely distinct due to the fact that this Historical Reparation was intended for the beneficiaries of the “Sistema Integrado Previsional Argentino” (SIPA) -the Argentine Integrated Pension System- with high incomes who had pending judgments with the State, while PUAM was aimed at old-age adults without pensions. Therefore, such law was the way to the production of social inequality. This work shows how the beneficiaries of such Pension System with higher salaries were able to sustain their incomes above the inflation over the period 2016-2019 due to several transfers received by the Historical Reparation Program, in a general context of falling of real wages, and leading to an increase of the social inequality among the pension beneficiaries of “SIPA”.

Palabras clave : Pension system; pension; inequality; universal pension.
