This paper aims to reflect on Bolivian democracy during the first term of President Evo Morales (2006-2012). First we will reflect on democracy, to explain after how it works in Bolivia. Subsequently, Democratic Development in Latin America (IDD-LAT) of Konrad Adenauer Stiftung indicators between 2005 and 2012 will be analized, focusing on Bolivia. In this variable we will work with the exercise of "effective power to govern". The latter has two subscripts: the "ability to generate policies that ensure well-being" and the "ability to generate policies to ensure economic efficiency".
