One of the mayor concerns in development policies relies on the improvement of human resources in order to reach higher productivity levels. Quality in work could be reached through education and improvement of levéis of health and nutrition. The present research uses the analysis Cost-efectivity as a way to evalúate the impact on social expenditure in Bolivia for a decade, that independently of the changes in governmental administration, the of statistical information at sub national levels of government (municipalities) to evaluate its social expenditures. Therefore this restricts the labor of control and evaluation of public policies both at national and regional levels.
