Among the public goods provided by sub-national govemments it should differentiate between "social goods" -like schooling and health services- and "territorial goods" -like services of basic infrastructure- since criteria of fairness would be different: while in First case a same minimum standard must be guaranteed for all inhabitants of the country, regardless of their place of residence, in the second to an equal local fiscal effort -measured as a proportion of income levels of citizens of each locality- must correspond an equal level of provision. In the present work, actual levels of provision of education per student and health services per potential patient, and also levels of "municipal territorial goods" that their inhabitants perceive for each 0.1 % of their consumption they are paying to his municipality, are estimated, for each municipality, quantifying the negative effects of current transfer systems in terms of fairness. The current creation of autonomous departmental governments represents a unique opportunity to change those systems so that they contribute effectively to equity.
