The paper analyzes the effects of educational policies -the school breakfast- over the school remaining rate of the public education system in Cochabamba, Bolivia, for the period 1998-2001 The research relies on a data set that allows us to build a panel data model with fixed effects; which shows, not only the policy effects in a predetermined year, moreover shows policy changes and their effects over time. The results explain that the school breakfast has an ¡mportant effect improving the school remaining rate but with high costs, so it is advised to focus the program towards riskier groups in terms of people leaving the education system and, towards to not enlarge the program over the entire public education system.
