Abstract

HERNANDEZ GUIJARRO, Fernando. The Financial Power of Municipalities and its Constitutional Framework. Rev. Bol. Der. [online]. 2017, n.24, pp.408-422. ISSN 2070-8157.

The Constitution establishes a framework for the exercise of financial power by the different territorial entities. The municipalities, in application of the provisions of the Manga Charter, will have autonomy and financial sufficiency (Articles 140 and 152 EC). Likewise, and in application of the principie of competition, Local Authorities may develop their regulatory power in matters that are their own. The purpose of this paper is to analyze and evaluate the application and effectiveness of these constitutional principies in the exercise of municipal financial power and its limits when they converge with other Administrations.
