Abstract: Non-automatic import licenses involve a process that implicates time and monetary costs for any company that attempts to import a product. In such a way, they discriminate among domestic and non-domestic products.This leads to the conclusion that non-automatic licenses are illegitimate within MERCOSUR, and any other integration process that forbids such distinction among products.
