Resumen

RUIZ MEDRANO, Salvador Francisco. FAILED STATES. Rev. Bol. Der. [online]. 2011, n.11, pp.86-113. ISSN 2070-8157.

ABSTRACT: In the present, from different perspectives, Failed States appearto be another classification of states in general. This article constitutes an attempt to evaluate and revisit the concept of Failed States, which has become relevant, lately. From the international law perspective we intend to find the roots of this controversial concept. Then, we analyze the political characteristics through the revision of Foreign Policy and Fund for Peace index of national-States that consider the level or degree of lack of protection to the citizenry from violence. The main objective of this article is to try to find a relation or real connection that actually motivates the existence of failed states, or if it is only a political manipulation of powerful states in the world. Likewise, the article is an attempt to clarify concepts related to failed states such as lack of governability and stability, which frequently have been used as synonyms of failed states, however they are different and their application must be related to the particular context of each nation

Palabras clave : Failed states; governability; stability; law subjects; social; political and economic indicators.
