Abstract This study aimed to identify the genesis of public policies of food and nutrition in Brazil, from the development of the first initiatives to the design of the current social policy. In addition, it presents some concepts of the School Feeding Board (CAE), a channel of participation in the process of decentralization of the National School Feeding Program (PNAE). To accomplish the goals, a literature search was carried out, as well as consultations in public documents. In a historical perspective, food and nutrition programs initially had a welfarist character. Amid popular movements for fighting hunger, the government of Getúlio Vargas consolidated the idea of need for a policy for feeding. From there, many campaigns, commissions, programs and benchmarks were corroborating the creation and expansions of PNAE, among which is highlighted the decentralization of PNAE, which culminated with the creation of the CAE. This represents a channel of local participation, which can ensure the transparency and efficiency of the actions of the Program within the legal norms of democratic order, ensuring the quality of school meals and inspecting what is public.
